Title -Senior Environmental Specialist

Rinker Design Associates, P. C., a fast-growing design engineering firm with offices in Manassas, Fredericksburg, and Richmond Virginia, is seeking a senior environmental specialist to assist with compliance of its transportation and land development projects with federal, state, and local environmental requirements. The primary duty includes managing the National Environmental Policy Act (NEPA) process for transportation projects and recommending avoidance/minimization strategies to design engineers. Other duties will include conducting/coordinating stream/wetland field investigations, jurisdictional determinations/delineations and investigations of threatened and endangered species, cultural resources, and hazardous materials.

Position Requirements

The successful candidate will have a broad knowledge of related environmental program requirements, such as threatened and endangered species, cultural resources, floodplain and Environmental Justice executive order compliance, Section 4(f), and stormwater permitting. Candidates will have considerable computer knowledge and experience working with web based GIS and databases to produce maps; use word processing; spreadsheets; ability to prioritize and manage multiple tasks; create detailed documentation. The successful candidate must also have the ability to communicate complicated ideas effectively, both verbally and in writing, and negotiate and settle controversial environmental situations. Any combination of education and experience equivalent to a Bachelor’s Degree in biology, soil science, hydrology, forestry, environmental science, aquatic ecology, environmental law or related discipline; and at least three to five years of experience.
